A decline in broadband capital investment started in 2015, coinciding with the utility classification of broadband providers. In 2017, when the FCC signaled its intention to restore the previous pro-innovation regulatory framework, investment momentum began to shift and by 2018, investment had increased by approximately $3 billion.
The graph below highlights this trend. As shown, according to USTelecom estimates, U.S. broadband providers invested approximately $69 billion in 2016. By 2018, it was estimated that investment by U.S. broadband providers reached $75 billion.
